Rekku no Houmonsha Deokishisu boasts a large cast of characters.  Because there are so many new faces in the movie, the characters have been divided into humans and pokemon.

Humans | Pokemon | Machines

Deoxys/Deoxys

Japanese VA:  ??? (its voice seems to be just a computerized noise)

Left:  Normal Form; Center:  Attack Form; Right:  Defense Form

Deoxys is a pokemon from space.  The DNA pokemon is very powerful and seems to be aggressive.  The pokemon comes from space in order to find a friend, a second Deoxys whose essence is preserved in a green crystal.  After the crystal is lost in a battle with Rayquaza, it is taken by Rondo-Hakase to LaRousse City, so Deoxys goes there to retrieve it.

It is able to shift into one of three forms, depending on its situation.  The first form, pictured to the left, is its Normal Form.  This is the form that Deoxys has for the majority of the movie.  The second form, which is the version that players can catch in Pocket Monsters Fire Red, is its Attack Form.  When Deoxys is in this form, its attack power increases.  The third form, which is the version players can catch in Pocket Monsters Leaf Green, is its Defense Form.  When Deoxys is in this form, its defensive power increases.

Deoxys comes from space to find a friend.

Rayquaza/Rayquaza

Japanese VA:  Konishi Katsuyuki

This dragon-type pokemon appeared at the same time as the phantom pokemon Deoxys.  In the movie, it lives in the Earth's o-zone layer and becomes angry when Deoxys' comet breaks into its domain.  Rayquaza and Deoxys have a battle which Rayquaza eventually wins, but when Deoxys returns four years later Rayquaza is only too happy to resume the rivalry.  Rayquaza is a strong pokemon with a number of powerful attacks.

Plusle & Minun/Plusle & Minun

Japanese VA:  Plusle:  Kawase Shoushi, Minun:  Higa Kumiko

When the first promotional materials for the second Advanced Generation movie came out, a poster featuring Pikachu and the two pokemon emerged, and many assumed that the three pokemon would be the stars of the mini-movie that was to accompany the main film.  However, as more information became available, it seemed that there would be no mini-movie at all and that Plusle and Minun would have roles in the main feature.

Plusle and Minun, along with Pikachu, help jump-start a number of electrical equipment after the power to LaRousse City is cut off by Deoxys' barrier.

Gonbe/???

Japanese VA:  Yamamoto Keiko

Gonbe is the first pokemon from the yet-unnamed fourth generation of games.  The pokemon is the pre-evolved form of Kabigon and is mainly used for comic relief in the movie.
