Rekku no Houmonsha Deokishisu boasts a large cast of characters.  Because there are so many new faces in the movie, the characters have been divided into humans and pokemon.

Humans | Pokemon | Machines

Rondo-Hakase/Professor Lund

Japanese VA:  Yamadera Kou'ichi

Rondo-Hakase is a Pokemon Researcher who is researching an icy field when Deoxys' comet hurtles down to Earth.  The scientist, who was studying the ice pokemon in the region, is amazed at the DNA pokemon and wishes to study it.  He gets his wish when the crystal he finds after the battle ends up being the core of a second Deoxys.  As Rondo-Hakase works to discover the secrets of the crystal, he worries about his son, Toh'i, who refuses to have anything to do with pokemon.

Yuuko/Yuko

Japanese VA:  Uehara Takako
American VA:  Rachel Lillis

Yuuko is Rondo-Hakase's trusty assistant.  This kind and caring woman also acts like a mother to Toh'i, comforting him when he feels scared and looking out for his best interests.  She is the one to figure out the connection between the green crystal and Deoxys and is the person responsible for reviving the second Deoxys.

Toh'i/Tory

Japanese VA:  Hidaka Noriko

Toh'i (whose name could also be spelled Tooi) is a young boy who is with his father, Rondo-Hakase, when Deoxys lands on Earth.  The resulting explosion causes a stampede to start, and unfortunately for Toh'i he gets caught right in the middle of it.  The young boy faints, and ever since that day he is too scared to get close with any pokemon.

Four years after Deoxys arrives on Earth, Toh'i is seen befriending a glowing light.  Toh'i seems to tell the light everything, from whatever fears he has to the events that occur during the day.  As luck would have it, Toh'i's friend is what Deoxys came to Earth to search for.  After an exciting adventure that forces Toh'i to place his trust in pokemon, the young boy is finally able to put his fears aside and interact with pokemon.

Ryuu/Rafe (unconfirmed)

Japanese VA:  Nojima Kenji

Ryuu is a trainer from South City who battles with Shouta against Satoshi and Toh'i in the LaRousse City Battle Tower.  Between him and Shouta, Ryuu is the more level-headed one, always trying to think things through logically.  Ryuu has two younger sisters, Catherine and Audrey, and he always tries to do what's best for them.

Ryuu trains a Bashamo.

Catherine and Audrey/Catherine and Audrey

Japanese VA:  Yamamoto Maria (Catherine), Mizuki Nana (Audrey)

Catherine and Audrey are Ryuu's two younger sisters.  The twin pokemon trainers, presumably from South City, spend a good portion of the film complaining about being hungry or participating in moments of comic relief with Gonbe, but other than that they really don't do that much.

Catherine trains an Ametama while Audrey trains an Amemoth.

Shouta/Sid

Japanese VA:  Higo Makoto

Shouta is a trainer from South City who battles with Ryuu against Satoshi and Toh'i in the LaRousse City Battle Tower.  Between him and Ryuu, Shouta is the more aggressive of the two, always ready to charge at anything head-first.  Despite the fact that he's very physically powerful, Shouta ends up being captured by one of Deoxy's Shadow Clones.  Shouta develops a crush on Haruka, but unfortunately for him the Touka City Gym Leader's daughter doesn't seem to want anything to do with him.

Shouta trains a Kamex.

Hitomi/Rebecca

Japanese VA:  Becky

Hitomi is a young girl who went to LaRousse City to participate in the Battle Tower.  She carries around a laptop with which she looks up information about the various pokemon who are attacking LaRousse City and is the one to figure out that the green crystal that Rondo-Hakase has in his lab is connected to Deoxys in some way.

Hitomi trains a Metagross.

Guruu/???

Japanese VA:  John Cabila

Guruu is the referee at the Battle Tower.

Kaba-chan and Eraiver/??? and ???

Japanese VA:  Both Kaba-chan and Eraiver appear as themselves.

Both Eraiver (the man on the far left) and Kaba-chan (the person with the pink coat) appear as themselves in the movie.  Both Eraiver and Kaba-chan (as well as Kimori and Manami, the woman to Kimori's left) are hosts of a show in Japan called Shuukan Pokemon Housouryouko.  On the show, they often host a number of activities (a dodge ball game between a Japanese elementary school class and Kimori, a softball game with Kimori, etc.) as well as occasionally leaking out news about the pokemon world.  They also sing Pokemon Ieru Ka Na? 2004, and Kaba-chan also works on a number of songs for the anime Hamtaro as well.

Both Eraiver and Kaba-chan are seen in the movie evacuating from LaRousse City.

Haruno/???

Haruno is a character who was created for the manga adaptation of the film.  Haruno is Rondo-Hakase's lab assistant, but unlike Yuuko, he is a glory-hungry man who wants the green Deoxys crystal for himself.  Haruno attacks Rondo-Hakase with a taser and then lies to Satoshi and his friends in order to make off with the crystal, hoping to use it to gain prestige and respect from the pokemon scientific community.  Haruno is eventually overtaken by the Shadow Deoxys, and after discovering that the only way to stop them is to use the crystal to revive a second Deoxys, Haruno reluctantly gives the crystal up.  He then tells Satoshi how to disable the Blobo, making readers think that maybe he's turned over a new leaf.
