The series was first announced during the Pokémon Direct on February 27th, 2022. At the time, the official website provided this overview:
The production of an original web anime based on Pokémon Legends Arceus has been announced! This original story set in the Hisui Region is scheduled to come out in early Summer 2022. It's being produced by Wit Studio, who you may know from Attack on Titan and Pocket Monsters The Movie "Everyone's Story." We hope those of you who have already set foot in the Hisui Region as well as those of you for whom this will be their first experience with the region will look forward to the day this comes out!

| Story |
This
is a story from long, long ago, in a time when there was still some
distance between humans and Pokémon. While on a boat headed
toward the Hisui Region, Akio is able to recall the first time his
father brought him along to the region.
"Humans and Pokémon cannot live together." These are the words his father said to him when he was a little kid. It was at that time, in a forest covered in snow, that Akio met a single Hisui Form Zorroa.
It would be better if humans and Pokémon could live together, wouldn't it?

A young boy with a calm demeanor who's studying to become a doctor. His search for medicinal herbs is what brings him to the Hisui Region. His father took him to the Hisui Region exactly one time when he was a young boy. When he was a younger boy he was very curious while also having a mischevious side to him.
Zorroa (Hisui Form) (ゾロア (ヒスイのすがた))
A Spiteful Fox Pokémon who lives in the Hisui Region. It is said that after it was chased out of its home the spirit of the slain Zorroa took all of its hatred and malice toward humans and Pokémon and found itself reincarnated into its current form.
Akio's Father (アキオの父)
Voice Actor(s): Rikiya Koyama
A woodworker who was originally from another region but recently relocated to the Hisui Region in order to procure lumber. Akio's father developed a fear of Pokémon after a traumatic event in his past..
