After Viz finished releasing the Ingido League set of episodes, they decided to skip the Orange Island episodes for the time being to start on the 158-episode Johto League.  Apparently, Viz had planned to go back at a later date and release the Orange Islands episodes as twelve three-episode discs, so they started the Johto Journeys DVDs with Volume Thirty-Nine.  The company has since abandoned plans for individual Orange Island discs, meaning Volumes 27-38 never came into existence. 

Episodes 351 ("The Psychic Sidekicks") and 352 ("Fortune Hunters") were not included in these releases.
