The song's artist, Kaela Kimura, issued this statement after the song was announced:

"The song that Okazaki-kun made, "I'm Home. And, Welcome Back," is really warm and really nice. When I was recording it my heart was trembling and I was even moved to tears. Even though Okazaki-kun is a guy I really thought the song he made was really, really amazing. And on top of that, this is going to be the ending theme to a movie for Pokémon, which I love very much. I'm so, so happy. I feel so incredibly thankful.
