For one reason or another, there just hasn't been any coherent release of the series on either side of the ocean.

In Japan, the series is probably considered to be too old to bother with.  One has to remember that Japan gets a new series every single year, and they probably don't feel the need to dip into their back catalog.

In the U.S., it seems that Disney doesn't think boxsets will sell or something.

It is insteresting to note that full season sets are available in France and Germany.
