Natsuya (ナツヤ) / ???

Natsuya

Natsuya is a young Pokemon Ranger who has been sent to the Oblivia Region in order to chase after the Pokemon Nappers.  After being knocked out of the skies, he lands on Dorop Island and befriends a Ukulele Pichu.  Later, he heads toward Reinbow Island and confronts the Pokemon Nappers inside the Yasuri Cave.

Pokemon Nappers

The Pokemon Nappers are a group of thieves who fly around on their "DadaFly" (ダダフライ) and kidnap pokemon using devices strapped to their wrists.  They are first seen going after a Latios but are unable to capture it due to Natsuya's interference.  Later, they successfully steal a tablet inside the Yasuri Cave containing a Ranger Sign.


Red Eye (レッドアイ) / ???

Red Eye

Red Eye is the mysterious leader of the Pokemon Nappers.  Inside the Yasuri Cave, he commands a Zugaidos.

Ukulele Pichu (ウクレレピチュー) / ???

Ukulele Pichu

The Ukulele Pichu lives on Dorop Island.  After witnessing its friends on Dorop Island being taken by the Pokemon Nappers, it is approached by Natsuya and befriends the young Pokemon Ranger.

As its name implies, the Pichu carries around a ukulele.  This instrument was given to it by Booker because he believed that it fit the pokemon's personality.  In the second half of the special, the ukulele is broken inside the Yasuri Cave by the Pokemon Nappers.  In the game, the first Quest the player has to complete is to go to Dorop Island and retrieve some wood so that the ukulele can be fixed. 

Shinbara-Kyouju (シンバラ教授) / Professor Hastings

Shinbara-Kyouju

Shinbara-Kyouju is a professor who works at the Ranger Union in the Almia Region.  He is the one who gives Natsuya the orders to head to the Oblivia Region to chase after the Pokemon Nappers.

Booker (ブッカー) / ???

Booker

Booker is an old man who lends Natsuya a boat to reach Reinbow Island so he can pursue the Pokemon Nappers.  He is only shown in a flashback and does not have any speaking role.

In the game, Booker is a boat maker who lives in Kokona Village over on Reinbow Island.  He comes to Dorop Island every now and then to check on the pokemon there.  After meeting Natsuya, he guides him to Reinbow Island so he can continue his pursuit.  Booker has an apprentice named Nick.
