Rekku no Houmonsha Deokishisu boasts a large cast of characters.  Because there are so many new faces in the movie, the characters have been divided into humans and pokemon.

Humans | Pokemon | Machines

Deoxys/Deoxys

Japanese VA:  ??? (its voice seems to be just a computerized noise)

Left:  Normal Form; Center:  Attack Form; Right:  Defense Form

Deoxys is a pokemon from space.  The DNA pokemon is very powerful and seems to be aggressive.  The pokemon comes from space in order to find a friend, a second Deoxys whose essence is preserved in a green crystal.  After the crystal is lost in a battle with Rayquaza, it is taken by Rondo-Hakase to LaRousse City, so Deoxys goes there to retrieve it.

It is able to shift into one of three forms, depending on its situation.  The first form, pictured to the left, is its Normal Form.  This is the form that Deoxys has for the majority of the movie.  The second form, which is the version that players can catch in Pocket Monsters Fire Red, is its Attack Form.  When Deoxys is in this form, its attack power increases.  The third form, which is the version players can catch in Pocket Monsters Leaf Green, is its Defense Form.  When Deoxys is in this form, its defensive power increases.

Deoxys comes from space to find a friend.

Here is Deoxys' Pokédex entry, courtesy of UPNetwork:

Ruby:  The DNA of a space virus underwent a sudden mutation upon exposure to a laser beam and resulted in DEOXYS.  The crystalline organ on this POKéMON's chest appears to be its brain.

Sapphire:  DEOXYS emerged from a virus that came from space.  It is highly intelligent and wields psycho kinetic powers.  This POKéMON shoots lasers from the crystalline organ on its chest.

Rayquaza/Rayquaza

Japanese VA:  Konishi Katsuyuki

This dragon-type pokemon appeared at the same time as the phantom pokemon Deoxys.  In the movie, it lives in the Earth's o-zone layer and becomes angry when Deoxys' comet breaks into its domain.  Rayquaza and Deoxys have a battle which Rayquaza eventually wins, but when Deoxys returns four years later Rayquaza is only too happy to resume the rivalry.  Rayquaza is a strong pokemon with a number of powerful attacks.

Here is Rayquaza's Pokédex entry, courtesy of UPNetwork:

Ruby:  RAYQUAZA lived for hundreds of millions of years in the earth's ozone layer, never descending to the ground.  This POKéMON appears to feed on water and particles in the atmosphere.

Sapphire:  RAYQUAZA is said to have lived for hundreds of millions of years in the earth's ozone layer, above the clouds.  Its existence has been completely unknown because it lived so high in the sky.

Plusle & Minun/Plusle & Minun

Japanese VA:  Plusle:  Kawase Shoushi, Minun:  Higa Kumiko

When the first promotional materials for the second Advanced Generation movie came out, a poster featuring Pikachu and the two pokemon emerged, and many assumed that the three pokemon would be the stars of the mini-movie that was to accompany the main film.  However, as more information became available, it seemed that there would be no mini-movie at all and that Plusle and Minun would have roles in the main feature.

Plusle and Minun, along with Pikachu, help jump-start a number of electrical equipment after the power to LaRousse City is cut off by Deoxys' barrier.

Here is Plusle's Pokédex entry, courtesy of UPNetwork:

Ruby:  PLUSLE always acts as a cheerleader for its partners.  Whenever a teammate puts out a good effort in battle, this POKéMON shorts out its body to create the crackling noise of sparks to show its joy.

Sapphire:  When PLUSLE is cheering on its partner, it flashes with electric sparks from all over its body.  If its partner loses, this POKéMON cries loudly.

Here is Minun's Pokédex entry, courtesy of UPNetwork:

Ruby:  MINUN is more concerned about cheering on its partners than its own safety.  It shorts out the electricity in its body to create brilliant showers of sparks to cheer on its teammates.

Sapphire:  MINUN loves to cheer on its partner in battle.  It gives off sparks from its body while it is doing so.  If its partner is in trouble, this POKéMON gives off increasing amounts of sparks.

Gonbe/???

Japanese VA:  Yamamoto Keiko

Gonbe is the first pokemon from the yet-unnamed fourth generation of games.  The pokemon is the pre-evolved form of Kabigon and is mainly used for comic relief in the movie.
