No, 4Kids didn't dub the Japanese ending theme.  And no, this is not a fandub.  This song was actually made in Japan for Pokemon Encore.  It uses the American "Pallet Town," which is the first time we really see the Japanese version "Americanize" itself (like when they have the big sign saying "Meowth" in Nyasu's Party).  Anyway, I hate the singer (she/he doesn't go along with the music) and I'm not so sure if it's a translation.  I didn't like the song that much in Japanese to begin with, much less this version!  These lyrics are up because I'm trying to be thorough.

If you've only heard the Japanese version and are trying to sing these lyrics to that tune, it won't work.  The number of syallables in each line aren't the same.
