This is Nyasu's song!  Some people complain that Nyasu's voice ruins the otherwise pretty song, but I disagree--I think his voice works perfectly.  So much better than the dub version of this song!  Just like with Hyaku Gojuu-Ichi, the animation for this song is pretty weak--it's just a backshot of Nyasu playing the guitar while pokemon-shaped clouds appear in the night sky.  A scene from this was used in the American eyecatches before the show got to Kids' WB! with the message "We'll Be Right Back" added to the top.  This song is also used to torture the safari warden in the undubbed Episode 35 and is also played during the episode which explains why Nyasu can speak human language.

Have you noticed how a lot of the lines of this song end with Nyaa?  In Japan, Nyasu says Nyaa very frequently at the end of almost every phrase.  In the english dub, Meowth would say "Meowth" for a short time, but 4Kids soon got lazy and dropped this from Meowth's speech pattern.
